Utility District Engineering Manager

Job Description

Key practice leadership role responsible for directing districts infrastructure projects, (PID, SUD, MUD, TIRZ, etc) related to single family land development projects (preferably Master Planned Communities). Must have a good track record of design competence, managing people (a team or two), and the ability to get work and maintain clients. This opportunity will require the candidate to live or relocate to the DFW, Texas region.

Job Functions

  • Develop scope, schedule, and budget for design work orders.
  • Utilize internal project management tools and resources to provide successful management of large projects that meet or exceed the project success metrics. 
  • Prepare technical reports and deliver presentations to clients and for professional meetings.
  • Lead project delivery and execution of large projects. This will require management of multi-disciplinary teams and management of sub consultants.
  • Interact with client, team leaders, internal staff and sub consultants to confirm work is progressing per schedule and budget and that all the required work is being developed to the appropriate level of completeness and quality.
  • Manage and execute comprehensive planning, preliminary design and final design, special planning, economic, and engineering studies.
  • Lead or support strategic planning efforts that help our clients shape or revise their utility-wide objectives and connect them to capital planning decisions and implementation.
  • Develop and execute communications plans that engage the public and other internal / external stakeholders, to support the delivery of large engineering projects from planning through construction.
  • Conduct, aggregate, and interpret research on public perception, regulatory trends, funding resources, and a variety of issues to support our clients’ goals.
  • Prepare CIP budgets for capital improvement projects.
  • Coordinate the work among contractors, consultants, utility providers, municipal agencies and regulatory agencies; review RFI and submittals, check and inspect the work of contractors and consultants; act as liaison between contractors/consultants and District staff.
  • Represent the District with utilities, cities, engineering firms, contractors, developers, contractors, manufacturers in accomplishing assignments, coordinate District projects with other agencies. Present complex technical topics to various audiences such as the Board of Directors.
  • Support client marketing and business development activities required to procure project assignments, including development of scope, schedule, and budget for proposals.
  • Mentor staff and lead development of other PMs.

Educational & Certification Requirements

  • Bachelor of Science degree in Civil Engineering
  • Engineer-In-Training (EIT) Certification minimum, Professional Engineer licensing (P.E.) preferred.
  • Minimum 4 years of increasingly responsible professional engineering experience and project management related to water and/or sewage collection systems.
  • Wastewater Treatment and Water Distribution or Treatment certification.

Abilities

  • Establish and maintain cooperative working relationships with employees, other managers, the public, developers, other government agencies, consultants and contractors.
  • Interpret, implement and enforce District water, REW, sewer and administrative ordinances and other state and local regulations.
  • Prepare clear and concise technical reports, correspondence, and other administrative documents.
  • Provide clear verbal communications and make formal group/public presentations.
  • Analyze engineering and operational problems, evaluate alternatives and provide options and recommendations that demonstrates technical, administrative and political considerations.
  • Use a variety of software applications related to the occupation.
